Oct 29th, the date you added, already is non-DST time – these events are all fine. Problems occur with the dates in DST period (Germany 2019: 2019-03-31 through 2019-10-27)

If you can’t see any change, EventON > turn off Write styles to header > save settings > turn on Write styles to header.

has been already created in the past that was just modified (I am refering about a recurring events)

Please try to go to Edit Event > Time > enable Hide End Time from calendar.
