This problem is happening to me too. Off by an hour. In my case it is one hour ahead.

Do those modifications survive when Actionuser is updated?
BTW, there’s a bug in Submit Your Event … when the page first loads, under the Select Saved Location dropdown and Create New button (in the Event Location Fields section) the fields to create a new location are displayed when they should be hidden until Create New is clicked.
