If the purchase was made from megan@theoutlawpartners.com, all orders will be listed under that account and so it would not be possible to deactivate the addons. That is why they are not showing under your account.
Would you mind opening this same request logging in with that account please?

If you have purchased single license, you can only use it on one site at a time.
So, what you can do is use it on your dev site when creating your theme and then remove the license and use the same on your live site when ready.
