When you create a new repeating event, Start and End should be set to the first repeat and not from the start to finish:

So please try changing Start and End to 1st and 2nd and then check if past repeats are hidden on events.

I have updated to 4.9.12 but I’m still getting the error on my site and also on your dev site.
