This option is what allows you to restrict how many events can a customer to submit.

Ok SO Artem is suspecting WPML must be causing the issue. If it is a 3rd party plugin, not much we can do.

I think with WPML which you are using to translate. SO they basically create another custom post type for the translated version. Is it possible for you to contact them and ask, if there is way to delete translated versions of the main post, WHEN the main post is deleted. 

See if they can help you with this. Really not much we can do because it is creating these custom posts which are clones of original event post.
