1. Yes, Booking add-in requires Tickets add-in which requires WooCommerce. It seems that you need to check RSVP add-on: https://www.myeventon.com/addons/rsvp-events/
2. Since Booking is based on WooCommerce admins receive email notifications by default. The same with customers. With RSVP you need to enable a special option for admins to receive email notifications upon new RSVP receipt.
