It was never an issue in earlier versions, only since recent updates. 

In the past you were able to assign a new location without filling in Location Name?

Added the code to https://www.myidy.net/wp-admin/customize.php?return=%2Fwp-admin%2Fadmin.php%3Fpage%3Deventon with !important. Could you check now?

Not possible with the current functionality. However please create a new ticket and select Feature Request as category so others can vote on your idea and get it moved into development faster.
